Basic Firearms Safety Class

The Basic Firearms Safety Class is required for all people who want to obtain an LTC in Massachusetts. This course is taught by an NRA and Massachusetts State Police Certified Instructor. At the completion of the course you will be awarded a certificate that you must present to your local police department along with your LTC application. 


A valid picture ID is required. Enrollment is open to candidates who are 21 years old, and who are physically adaptable, and can attend for the required course time. The course is a four (4) hour session and all attendees must be present for the entire class. All attendees must also participate in class activities, and take appropriate notes.

The cost is $150 payable in cash on the day of the class. A valid picture ID is required. The course is a four (4) hour session and all attendees must be present for the entire class. All attendees must also participate in class activities, and take appropriate notes. In addition to the classroom course all attendees must attend a live fire session. The live fire session will be booked at your earliest convenience at no additional charge. All attendees must attend a live fire session, and demonstrate the ability to SAFELY administratively load, operate, and unload a semi-automatic pistol and a revolver in order to pass and receive a certificate. Don't worry, all attendees will be given more than enough instruction and coaching in order to successfully pass the classroom session and live fire session.

Statutory Disqualifications For an LTC

The statutory disqualifications include:


  • Felony conviction
  • Misdemeanor conviction punishable by imprisonment for more than two years
  • Misdemeanor conviction for domestic violence as defined by 18. U.S.C 921(a)(33)
  • Conviction of a violent crime as defined in MGL Chapter 140, Section 121
  • Violation of any law regulating the use, possession, ownership, transfer, purchase, sale, lease, rental or transportation of weapons or ammunition
  • Violation of any law regulating the use, possession, or sale of controlled substances as defined in Section 1 of MGL Chapter 94C
  • Commitment to any hospital or institution for mental illness
  • Currently the subject of MGL 209A order
  • Currently the subject of an outstanding arrest warrant
  • Commitment for drug addiction or habitual drunkenness


Pursuant to MGL. Ch. 140 section 131, the licensing authority will make a determination of suitability on all LTC applicants and active licensees. If the licensing authority determines an applicant or licensee could create a risk to public safety, the licensing authority will deny the issuance of an new LTC or suspend / revoke an active LTC. 

Types of LTC's Available in Massachusetts

There are two main types of LTC's in Massachusetts and they are Unrestricted and Restricted. 

An Unrestricted LTC will allow the licensee to purchase, store, transport, and carry on their person, certain firearms allowable by law.

There are two types of Restricted licenses: 

Condition of Employment: Restricts possession to business owner engaged in business activities, to to an employee while engaged in work related activities, and maintaining proficiency, where the employer requires carrying of a firearm (ie. armored car, security guard, etc.) . Includes travel to and from activity location. The license must be surrendered to the Licensing Unit when employment is terminated. 

Target and Hunting: Restricts possession to the purpose of lawful recreational shooting or competition;  for use in the lawful pursuit of game animals and birds; for personal protection in the home; and for the purpose of collecting (other than machine guns). Includes travel to and from activity location. 


Any violation of these restrictions may result in suspension or revocation of an LTC. 


Change of Address: Licensee shall notify, in writing, the issuing licensing authority, the Chief of Police into whose jurisdiction the licensee moves, and the Firearm Record Bureau of any change of address. Notification shall be made within thirty days by certified mail. Failure to notify shall be cause for suspension or revocation.
